On October 14, following a positive recommendation from the Plan Commission, the Village Board approved a Master Conceptual Plan to subdivide and develop properties at the southwest corner of State Trunk Highway (STH) 165 and Green Bay Road (STH 31). The plan includes constructing 105th Street and creating three commercial development sites: a Rocket Wash car wash facility and two future buildings for retail/office space.
The development area is situated south and east of the existing Kwik Trip facility at 10451 72nd Avenue. The approved Master Conceptual Plan outlines three developments. The first parcel is a 2.3-acre site designated for a 5,480-square-foot Rocket Wash car wash facility, which will include 30 parking spaces and maintain over 44 percent of the site as open space.
Although there is not currently a developer in place for the two remaining parcels, the Master Conceptual Plan outlines the potential future developments on the subdivided site. The second parcel, encompassing 3.2 acres, is planned for a 12,000-square-foot office or retail building, with 103 parking spaces and over 36 percent open space. The third parcel, covering 3.1 acres, is designated for a 16,900-square-foot office or retail building, offering 94 parking spaces and more than 47 percent open space.
A Traffic Impact Analysis for the area was conducted by the Village of Pleasant Prairie in November 2023, which identified the need for traffic improvements to support the new development. Based on the findings, the Wisconsin Department of Transportation has approved the construction of 105th Street and a right-in/right-out connection to STH 31. The developer will be responsible for implementing all necessary improvements, including the construction of 105th Street between 72nd Avenue and the STH 31 intersection to enhance traffic flow.
The estimated $1 million cost to construct 105th Street poses a financial challenge for the development. The developer is seeking TIF assistance due to the project’s public benefits. The roadway would encourage development on three vacant sites that have been difficult to develop due to limited access. The project would also create jobs during and after construction, provide space for new business opportunities, and support local growth while contributing to future improvements in and around TID #12. The Village Board plans to review the TIF request by the end of 2024.
