Contractor: Payne and Dolan

Information:
The Village’s paving program focuses on the resurfacing of existing roadways to improve infrastructure and enhance ride quality for residents. This initiative involves rebuilding and resurfacing streets to provide smoother, safer, and more durable roads, supporting the village’s growth and ensuring long-term transportation reliability.

The project is separated into distinct work area as shown in the following link and described below:

Project area map:
2025 Paving Program Map

  • Section 1 (59th Avenue Subdivision area, South of STH 165)
Roadways will be pulverized and resurfaced, with a paved turnaround added at the end of 105th Street.
  • Section 2 (107th Avenue Reconstruction)
The existing single-lane road will be widened to a two-lane roadway, improving emergency access and supporting future extension to Old Green Bay Road. This project involves significant tree removal to accommodate ditch installation.
  • Section 3 (52nd Avenue Subdivision area, South of STH 165)
Work includes pulverizing and resurfacing roadways, installing a storm sewer pipe along 52nd Avenue, and repairing a sewer lateral.
  • Section 4 (Located within Carol Beach unit 1 subdivision)
Paving work plan to start the week of July 21st.
  • Section 5 (Carol Beach Unit A)
    Pulverizing and resurfacing roadways.
  • Section 6 (8th Avenue Intersection Modifications)
Intersections at 101st Street and 102nd Street will be reconfigured into traditional four-legged intersections, reducing maintenance and replacement costs.
  • Section 7 (116th Street)
Pulverizing and resurfacing from 39th Avenue to 35th Avenue with asphalt patching from 35th Avenue to STH 32.
  • Section 8 (Lakeshore Drive)
Speed Humps: Two areas of speed humps will be installed e to address excessive speeding. These concrete speed humps are designed to be 4-inces in height, 22-feet long, the full width of the roadway and spaced at 400 to 500-feet near lot lines where driveways will not be impeded. This is a pilot project to evaluate the effectiveness, design, and maintenance requirements for future considerations in similar areas with high rates of excessive speeding and traffic volumes.
Throughout all work areas, the contractor will be performing some ditching work, culvert replacements and other storm water improvements in the project areas which have been identified in the development of the plans. These measures are crucial for mitigating roadway deterioration caused by water infiltration and freeze-thaw cycles. Improved drainage will help maintain the structural integrity of roadways by redirecting water flow away from the pavement and reducing the risk of localized flooding/ponding.

Generally, all work is located within the public roadway right of way. If it is necessary to work on private property, the village will first obtain approval from the property owner.

Additional information on the pulverize and resurfacing process and some common questions and concerns can be found here.

Schedule: All Work is planned to be constructed by the end of fall 2025. The Village and its contractor are committed to minimizing disruptions and shortening the overall construction timeline. However, please note that weather conditions, utility coordination, and scheduling factors may affect progress. Anticipated completions dates for each section are noted below:
