An updated Highland Estates Master Development Plan of approximately 275 acres between 93rd and 104th Streets, west of the existing Devonshire and Village Green Heights subdivisions, received Village Board approval for the requested Zoning Text Amendments. The support aligns with the favorable recommendations provided by the Plan Commission on August 7. It includes Zoning Map Amendments to rezone areas for the proposed development. The approval also creates three Planned Unit Development Ordinances for each residential area, single-family, two-family duplex, and two-family condominium.
Since the initial public hearing on May 1 and Village Board Master Conceptual Pan approval on May 8, the development team has worked diligently with Village staff to modify the proposed plans to address the concerns voiced by residents. A public informational progress meeting was held on August 7 at the Village Hall to communicate the changes made to the Master Conceptual Plan. During the meeting, the developer, Sanjay Kuttemperoor of ZL River Development LLC, explained how community input was considered and how adjustments were made to better align with residents' expectations.
Kuttemperoor discussed the current housing market and escalating infrastructure costs that were considered and factored into the development priorities. The number of lots, initially proposed at 735, has scaled down to just over 700. Additionally, lot sizes and widths increased for many properties, along with road layout adjustments, to enhance the development's overall functionality and aesthetic appeal. Beyond housing plans, the revised plans include nearly eight acres of zoned public park space to provide an expanded recreation and community gathering area. Additionally, the developer responded to citizen concerns about the proposed single-family rental units and has eliminated them from the project.
Traditionally, Southeast Wisconsin witnessed the establishment of one-third or half-acre lots; however, the changing economic landscape, characterized by construction costs, industry standards, and engineering expenses, is changing the size of new housing developments. The developer’s adjusted plans intend to develop lot sizes that offer quality housing options that are anticipated to range from $400,000 to $650,000. The updated plans for Highland Estates propose single-family lots ranging from 6,900 to 30,321 square feet, two-family lots from 8,624 square feet to 21,178 square feet, and about 40 two-unit condominiums on approximately 17.56 acres of land.
