
The Pleasant Prairie Village Board has approved a contract for the South Kenosha Area Water Main Relays and Road Rehabilitation project. The contract has been awarded to PTS Contractors, Inc. of Green Bay, Wisconsin, in the amount of approximately $4.79 million. The project is included in the Village 2026 Capital Improvement Plan and is funded through utility and general government budgets. Construction is anticipated to begin in May, with completion expected in fall 2026.
The project includes replacing aging water mains and associated service connections throughout much of the South Kenosha area. Existing ductile iron pipes in these areas have experienced failures primarily due to external corrosion caused by local soil conditions. Replacement mains will be constructed using PVC pipe, which is corrosion-resistant and designed for long-term reliability. These improvements are intended to reduce maintenance needs and improve overall system performance.
In addition to water main replacement, the project includes approximately 600 linear feet of new 12-inch water main along Springbrook Road. This extension will help improve water system reliability and maintain consistent water pressure in the area. The improvement will also enhance fire protection and provide the opportunity for nearby properties to connect to municipal water service in the future.
Work will include replacing aging water mains, followed by pulverizing and resurfacing affected roadways. Construction will be completed in two primary phases to help manage traffic and reduce disruption. Phase 1 will include Springbrook Road, 22nd Avenue, and areas to the south and east, with detours in place during construction. Phase 2 will include local streets north and west of Springbrook Road within the Brookside Gardens Subdivision. Roads are expected to be closed to through traffic during construction, with access maintained for residents, their guests, and emergency and public services.
Bids for the project were received on March 31, 2026, through a publicly advertised process, with four proposals submitted. Following review, PTS Contractors was identified as the lowest responsible bidder, with a competitive bid below the project estimate.
