The Pleasant Prairie Plan Commission approved the Final Plat and Improvement Plans for Phase 1 of the Highland Estates Subdivision. This project, led by Arbor Estates Group LLC, represented by Sanjay Kuttemperoor, intends to expand community housing options over the next decade. This approval advances the project to the Village Board.
Highland Estates will be between 93rd and 104th Streets (STH 165), west of the Devonshire and Village Green Heights subdivisions. The full project includes 449 single-family lots, 88 two-family lots, and 40 two-unit condominium buildings, totaling 705 residential units. Plans also feature public parkland, stormwater areas, and open spaces to support community needs.
Phase 1 will establish 108 single-family lots with new connections to Cooper Road at 93rd Street and additional roadway connections to 48th Avenue and 49th Court in the Devonshire subdivision. This phase will include stormwater outlots and 7.5 acres of parkland to expand Village Green Park’s recreational space and amenities.
Highland Estates is designed to meet diverse housing needs and offers a mix of single-family homes, duplexes, and condos. The project aligns with the Village’s Comprehensive Plan, with residential development goals that support population growth and local housing needs. The development intends to span five phases through 2034, with each phase following the Preliminary Plat approved by the Village Board in March 2024.
The development will adhere to a Declaration of Restrictions and Covenants to ensure architectural quality and neighborhood standards. The Devonshire Homeowners Association and Arbor Estates Group will oversee select lots near existing subdivisions. The Highland Estates project plans to support sustainable growth in the area while enhancing recreational spaces and infrastructure.
