On Monday, June 18, the Village Board considered and approved recommendations sent by the Pleasant Prairie Plan Commission for a Comprehensive Plan Amendment, Zoning Map and Text Amendments, a Certified Survey Map, Vacation of Easements and a Development Agreement for the development of Eva Manor. The Village Board approved these documents at the request of Dan Szcap of Bear Development. These approvals allows Eva Manor to move forward on a 42-unit senior housing apartment building and an eight-unit multi-family townhome building at the southeast corner of 91st Street and Springbrook Road.
The Comprehensive Plan Amendment to amend the Village of Pleasant Prairie to place the wetland area within the Park, Recreation and Other Open Space lands with the field verified wetland land use designations. The Zoning Map and Text Amendments allow the property to be rezoned into a Lowland Resource Conservancy District with a Planned Unit Overlay District, or PUD.
The development will consist of a four story senior apartment building with 42-units of affordable, independent senior housing available to individuals over the age of 55. There will be a variety of 25 one bedroom units and 17 two bedroom units. The average size of a one bedroom unit will be 691 square feet and the average size of a two bedroom unit will be 1,011 square feet. Amenities will include a community room, fitness facilities and an outdoor patio space for gatherings. A second building on the site will be made up of eight, three-bedroom family townhome units averaging 1,312 square feet each. There will be an attached one car garage and an individual entrance for each unit, including an entrance through the garage.
The site will also include 12 detached garage units as well as 66 parking spaces and four handicapped accessible parking spaces. Trees and landscaping will remain on the south side of the site and landscaping will be provided throughout the development.
The developer anticipates beginning construction in July of 2018 with completion expected in July of 2019.
