Highland Estates Subdivision Development Advances with Phase II Amendments
On Monday, May 4th, the Pleasant Prairie Plan Commission confirmed the Final Plat (and related approvals) for Phase II of the Highland Estates Subdivision.
Located on both sides of Cooper Road north of 97th, this approval will allow for the development of 90 single family lots, while also preserving wetlands; the Phase II actions will be reflected with an update to the 2035 Land Use Plan.
The Phase II action advances the project pursuant to the Preliminary Plat, which was approved by the Village Board in March 2024. The Plan Commission previously approved Phase I on November 24th, 2024, which established 108 single-family lots.
The Highland Estates Subdivision Development is intended to provide Pleasant Prairie new housing opportunities and residential expansion, while ensuring sensitive natural areas are protected. The full development is to include five total phases, which include 449 single-family lots, 88 two-family lots, and 40 two-unit condominium buildings (totaling 704 residential units).
Final approvals related to Phase II zoning and planned amendments will be considered by the Village Board on May 11th, 2026.
