The Pleasant Prairie Village Board has approved the Master Conceptual Plan for the proposed Highland Estates Subdivision. This new residential development will offer 489 single-family lots of varying sizes on over 275 acres of land. The development, proposed by Sanjay Kuttemperoor of ZL River Development LLC, will be located in the central area of Pleasant Prairie, east of Green Bay Road (STH 31) between 93rd Street and 104th Street (STH 165).
The Highland Estates Subdivision is set to be developed in seven phases over the next five to fifteen years, with construction starting at Cooper Road and 93rd Street and expanding southwest. The first phase will include 135 single-family lots, 11 two-family lots, and 42 condominium units. Subsequent phases will add more single-family and two-family lots, with the final phase constructing two single-family lots and 25 two-family lots. The development will offer a range of product types and financing options. The homes will be built with quality materials, offer property types that blend with neighboring communities, and welcome a variety of builders to incorporate various architectural styles. Single-family homes are anticipated to range from $400,000 to over $625,000.
The development will also incorporate pedestrian ways, including public sidewalks, shared-use paths, and on-street bicycle routes. Approximately 70 acres, or 32% of the Highland Estates Subdivision, will remain open and include public parklands for park amenities, wetlands, floodplains, and stormwater retention areas. The developer will build all interior roadways within the subdivision, with sidewalks installed on both sides and retention basins to handle the drainage and storage requirements of the development.

The Highland Estates Subdivision is set to become a valuable addition to the Pleasant Prairie community, providing various housing options and parklands for residents to enjoy. The developer and staff will continue working with public interests to refine the project and create a suitable final plan. The total build-out value of the subdivision is estimated to be between $400 and $500 million.
